What are these small black spots and how do I get them off my car paint?

I have a 2017 mustang in grabber blue. I noticed there are small black dots around the car and im not sure what they are. When I try to scratch them off with my finger nail they don't come off as it seems like its under the paint some how. These are around the car so I don't think its rocks because they are so small. What are these spots and how can I get them off? Thanks!
