I tried searching for what this issue could be and i keep coming up with people putting TR-3650 in their 96-98 mustangs and having to use a speedcal because of analog to digital conversion. The issue im having though is i swapped a TR-3650 into my 2000 Mustang and my understanding is they had a OSS not a VSS.
