Have a big issue with my 2013 Mustang's Speedometer/Odometer.

I recently bought this car from a private party. Long story short, I'm having issues with my speedometer where the tracking is way off. Odometer also registers less miles than those driven. I originally have thought the issue would be the car's computer/wheels programming, the speed sensor or the cluster itself...

Took the car to Galpin Auto Sports, they tried calibrating the wheels/computer but couldn't figure...

Issue w/Speedometer - Can HP Tuner fix this?
