Salvage title. 106,000 miles. Runs pretty well actually.

i need help! Why did they do this and how can I fix it.

1. shown in the pics, the p.o seems to have removed the cats, and left the rest of the OEM exhaust at a certain point.

2. This car has an ignition switch bypass toggle switch. Dollar store push to start.
The key must be put in the ignition in position two in order for it to start, but it definitely starts. Why did they do this? Any recommendations as what the fix is to...
