My driver's tilt handle is stuck in the up position and the seat back will not lock into any position.
No amount of pulling/pushing and jiggling about has got it to lock the seat back into any position, it just springs forward.

I have the seat out but do not see anything broken, nor do I see how t take it apart past the first clock spring, it seems to be a single unit or the outter cover (that rotates) is so well pressed on the shaft that I fail to see how it comes off.

Any suggestions are...
